Wendy is Stan Marsh's on-and-off girlfriend, and is also the most outspoken of the 4th grade girls. She's not afraid to go against the grain of what's popular or trendy and stands up for her principles and causes, most notably in her stand-off against Photoshop.
Wendy is one of the most intelligent students in Herbert Garrison's class and is one of the two main voices of reason against Eric Cartman, discovering his forgery in the Save our Fragile Earth contest and calling him out on his Breast Cancer jokes. She's not above teaming up with him though (or kissing him) such as at the Flag Debate.
She's best friends with Bebe Stevens and until very recently, was the Class President of South Park Elementary. Also worth noting: she arranged for her substitute teacher (Ms. Ellen) to be shot into the sun by Iraqis and has beat the crap out of Cartman. So yeah, don't f*ck with her...
She and Stan split for a couple years, putting him into a brief depression, before getting back together after they exposed the conspiracy to alter the Cutest Boys' List. She has since taken over leadership of the List Council.

Wendy's had feelings for Stan Marsh since the pilot episode, where the two worked together with Kyle to save his little brother from the Visitors.. even if he gets so nervous around her vomits uncontrollably every time she speaks. Nonetheless, the two formed a relationship - meeting up for Truth or Dare in his clubhouse, planning fake cruises for Valentine's Day and seeing independent movies together at the film festival.
They shared their very first kiss in South Park: Bigger, Longer & Uncut after Stan impressed her by leading the La Resistance forces into action, but after a sexually-transmitted disease scare, his lack of knowledge about relationships and a period of silence, she broke up with him (in "Raisins"), leaving him heartbroken and depressed. He recovered soon after but remained bitter for a while.
They eventually rekindled their relationship through the adventures in Season 11's "The List" and seem to have had a much closer and more involved relationship, planning picnics together and studying together after-school. Wendy paid Dr. Chinstrap to help Stan with his hoarding problem and remained concerned about him when he became a "cynical asshole". Stan has, in turn, tried not to embarrass her too much at Pioneer Village and listens to her stupid muthafuckin' problems.
They've both shown signs of possessiveness - Wendy doesn't take kindly to Stan's other Facebook friends or interest in sexy substitutes and Stan freaked out when she befriended Gregory of Yardale, an exchange student, when he thought Kyle might be interested in her and when she displayed an interest in Bridon Gueermo.
Season 20 saw them breaking up (though this was not by her choice and she was forced into it by the other girls) in a gender war due to skankhunt42 trolling the girls at school and their moms. Wendy expected Stan to do something about this troll, but Stan had no idea whom the troll was, so at this time their relationship is on hold as Stan tries to find a way to win Wendy back. Bill and Bill tried to get them back together, but Wendy didn't get a chance to respond as Butters was "pressing pickle" against the window. What happened after that is unknown. Stan and Wendy flirted with each other in South Park: The Fractured but Whole and are even listed as dating, meaning they might be dating again in the show.

In South Park: The Fractured But Whole, it was revealed that Clyde has the hots for her, often flirting with her in combat if both Wendy and Clyde are in your party. His interest in her was further displayed in South Park: Phone Destroyer, where he accuses her of "checking him out".

Wendy has always had a rivalry with Eric Cartman. They argue in class on a frequent basis, and he has targeted her for humiliation on more than one occasion. They can also be very competitive, particularly over the "Save Our Fragile Planet" contest as well as the student body presidency. She has in turn become quite adept at dealing with him, whether it's a matter of fact-based debate, an ass-kicking to remember, or just out-smarting him on school access television. Even when he spends much of his time booing her and accusing her of being a liar, she's not afraid to agree with him on the odd event.
However, on the rare occasion when they found themselves on the same side in the Great Flag Debate, they swapped debate tactics, shared some quadruple-stuffed oreos, and developed a bit of an attraction... which lead to an uncomfortable, public kiss at the Debate. Wendy's attraction to him flamed out immediately afterward, the "sexual tension" resolved, and she later voted him last in the List of Cutest Boys... but Cartman may hold a flame for her yet, notably including her in fantasies where she compliments his weight and ability to fight off Jew-Bots. Nonetheless, he is never afraid to tease her for her liberal beliefs and she certainly isn't afraid to throw down when he steps out of line.
He has simultaneously described her as having "huge frickin' hooters" and being "flat as a pancake" which means, if nothing else, he's a little preoccupied with her chest.

Wendy and Bebe have been portrayed as best friends ever since their first interaction, and will often help each other however they can. Whether it's about new substitutes, hook-ups or unwanted crushes, they always have each other's back.
Despite their close friendship, they had a brief falling out in "The List", when Bebe manipulated the girls' votes about the cutest boy. Their current relationship is still very close, so it's implied that the issue has been resolved.

During the early years of the show, Wendy was usually seen hanging out with her best friend, Bebe, and Red.
While she still hangs out with the two a lot, she's seen hanging out with Nichole and Annie much more during the later years (specifically after Nichole's introduction.) They're usually seen making protests together, such as sitting out the national anthem, standing up to who they think is a troll or demanding that the boys keep their wieners in their pants. They can also be seen practicing volleyball and sitting together on numberous occasions.
In season 19, she can be seen hanging out with her new classmate, Liza, a lot, even introducing her to the other girls and showing her around the school.

Wendy has an extended group of friends that she hangs out with at school. She regularly catches up with them outside of school though, usually to practice cheerleading or have sleepovers with.

While their relationship is very rocky, Wendy seems to be decent friends with her classmate, Butters. She often tries to teach him right from wrong, and they're known to (rarely) compliment each other.
When Wendy was having trouble fitting in with the new fad, she asked Mr. Slave for advice. After finding out what was truly going on, Slave sprung into action to save Wendy and all the other girls in South Park.
Wendy has always been friendly towards the staff at South Park Elementary, but has a particularly good friendship with her former authority figure, Principal Victoria. When Wendy was dealing with blackmail, she got a special pep-talk from her.
